Yes anyone can buy homes in Chandigarh who has an above decent budget.
Chandigarh is a sold-out city, If you are planning to buy a home in Chandigarh then you have to get it from someone. There is nothing fresh to buy.
The only way to get fresh is from Govt Auctions, which is nearly impossible as they keep the prices almost 1.5 times the market prices.
